Sir,

I am directed by the Comptroller and Auditor Gen-

eral to transmit to you, for the information of the Secre-

tary of State, a letter dated 3rd December, 1894, ( in

original to be returned), received from the Local Auditor

in Hong Kong, with reference to a deficit of $940.05 in the

Accounts of the Post Office Agent at Ningpo.

Mr Nicolle's letter of 31st July, 1893,

reporting an examination made by him of Post Office

Accounts and balances at the Northern Ports, referred to in

Paragraph 10 of his letter of 3rd December, 1894, is also annexed (in original) for reference.

The suggestion made by Mr Nicolle, in

Paragraphs 13 and 14 of his letter of 3rd December, 1894,

that, if the Post Office Agents, who are in all cases

officials of the respective Consulates, cannot be called

upon to give security, the Consuls might possibly be asked

to exercise a monthly check on the balances, appears to be

worthy of consideration. The question, however, is

entirely one of administration, and as such is submitted

for the decision of the Secretary of State.
